Restrictions usually apply from May to October, especially on weekends and holidays. A checkpoint with a barrier is set up at the main entrance, so regular tourists are not always allowed to drive to the embankment and central attractions.

If you're visiting Plyos for a day, it's more reliable to leave your car at the paid parking lot before the entrance and explore the city on foot. Plyos is very small: it's usually about a 5-minute walk from the parking lots near the checkpoint to the nearest attractions, and about 10 minutes to the embankment, museums, and central streets.
Restrictions are in place due to high vehicle traffic on weekends, holidays, and during the tourist season. Plyos is a small historic town with narrow streets, so if all cars were allowed into the center, traffic would quickly become chaotic. From November to April, restrictions are usually lifted, but it's still best to check the current situation at the entrance before your trip.
How to get from Kostroma to Plyos by public transport
There is no direct bus from Kostroma to Plyos. There is also no direct train between the cities. Therefore, the public transport route is built with a transfer through Privolzhsk.
First, you need to get from Kostroma to the stop “Privolzhsk, intersection”. Buses in this direction depart from the area of the Kostroma railway station, usually at frequent intervals. It's best to check the travel time before the trip, but you should allow about 1 hour for this route.
The stop “Privolzhsk, intersection” is located outside the city. It's about 1.5 km from there to the Privolzhsk bus station, so there are two options:

This option is possible but less convenient: first, you need to get from the stop “Privolzhsk, intersection” to the bus station, then wait for the bus to Plyos. Due to the additional transfer, this route often takes longer and is not always cheaper than a direct taxi from the intersection to Plyos.
If you are traveling from Kostroma to Plyos without a car, the most practical route looks like this: Kostroma → Privolzhsk → Plyos. To Privolzhsk by bus, then by taxi.
Why other public transport options are inconvenient
Other public transport routes exist only in theory, but in practice, they are inconvenient. There are no direct trains or buses from Kostroma to Plyos, and the route with several transfers via Kostroma → Volgorechensk → Privolzhsk → Plyos can take too much time.
This route depends on connections, local bus schedules, and waiting times at transfers. For a one-day tourist trip, it is usually not suitable. It's easier to get to Privolzhsk and take a taxi to Plyos.

There is no regular water connection between Kostroma and Plyos. You can travel along the Volga only in the format of an individual transfer by boat or a private water excursion.
The travel time by boat usually takes about 1.5 hours, and the cost of an individual transfer can start at approximately 15,000 ₽. The final price depends on the vessel, date, number of passengers, route, and waiting conditions.
It's important not to confuse this option with high-speed vessel routes. "Meteors" and other high-speed vessels travel along the Volga from Kostroma towards Nizhny Novgorod and Kineshma. They may pass by Plyos on the Volga, but regular boarding and disembarking of passengers in Plyos on such routes are not provided.
Therefore, the water route from Kostroma to Plyos should be considered not as regular transport, but as a separate individual trip along the Volga.
